Construction Program Management Expertise

Matthew Webster brings a comprehensive, end-to-end command of construction program management built over 25 years of leading capital projects across the public and private sectors. His expertise spans the full project lifecycle — from early-phase feasibility studies and owner's program development through design management, procurement, construction administration, commissioning, and final closeout. This holistic perspective allows him to anticipate downstream risk early and maintain alignment between owner objectives, design intent, and field execution.

Program & Construction Management

Matthew has served as Owner's Representative and Construction Manager at Risk on multi-site capital programs exceeding $100 million. His program management approach integrates master scheduling using Primavera P6, rigorous cost control through earned value analysis, and proactive stakeholder communication to keep complex programs on track. He has delivered projects under CM/GC, design-build, hard-bid, and job-order contracting delivery methods, giving him fluency in the full spectrum of procurement strategies.

BIM Coordination & Digital Delivery

Proficient in Autodesk Revit, Navisworks, and BIM 360, Matthew leads model-based coordination on complex MEP-intensive projects to resolve clashes before they reach the field. His BIM process reduces costly RFIs, compresses construction schedules, and produces accurate as-built documentation for facility management. He also leverages Procore and PlanGrid for real-time document control and field inspection workflows, ensuring every stakeholder has access to current information regardless of location.

Sustainability & LEED Certification

As a LEED AP BD+C credential holder, Matthew has guided project teams through LEED certification across multiple rating systems. His sustainability practice covers energy modeling coordination, commissioning oversight, materials procurement for recycled content and regional sourcing, and indoor environmental quality management. He understands that sustainable buildings perform better, cost less to operate, and deliver greater long-term value to institutional owners.

Safety & Risk Management

Safety is foundational to Matthew's project culture. He implements site-specific safety plans, conducts regular safety audits, and enforces OSHA compliance across all trade contractors. His risk management framework identifies schedule, cost, and quality risks at project inception and assigns clear mitigation responsibilities so that emerging issues are resolved before they escalate into claims or delays.

Sectors Served

Matthew's portfolio spans K–12 and higher education facilities, acute-care and ambulatory healthcare buildings, municipal and civic infrastructure, public transit facilities, and mixed-use commercial developments. His cross-sector experience enables him to transfer best practices across project types and bring fresh thinking to each new program. Through Sterling Builders Group, LLC, he now delivers these capabilities directly to the University of Florida, local institutions, and municipal clients across North Central Florida.
